It is intended for Colonels or Captains-of-Sea-and-War or equivalent of the Defense and Security Forces. The CAC is attended by Colonels or Sea and War Captains who must have spent four years in the rank of Major or Lieutenant Captain, and have a global minimum time of eighteen years of effective service, after joining the category of Officer of the Permanent Staff, have completed: the Military Academy, the Courses for Promotion to Captain (CPC), CPOS and Joint Chiefs of Staff or equivalent.

The purpose of the CEMC is to qualify senior officers of the FADM who demonstrate high proven potential in the performance of functions or positions, throughout their careers, to exercise functions at the operational and strategic level, in national and international joint staffs, in the superior structures of the Armed Forces.
